The plan calls for a significant increase in the capacity of the upper dam by building a 20 metre high wall around it. This will enclose a significantly larger area than the current surface area of Wises pit, and thus should be able to take a significant amount of the required reduction of water from the lower pit.
Regarding rain-related discharge, this will already have been happening for years (since the old mine closed).
I also notice that GNX is attracting interest from the "make money from retail investors" industry - there have been bots active recently. Not sure what their aim is but I guess we'll find out soon enough.
