My take on the the construction phase is the the various environmental permits may influence the timeline.
Here we can see worst-case scenario ( which they don’t expect, it’s in comment above this table) is up to 3 years from scoping document to approval.
As well various other licences can take up to 13 months to finish ( or 9). These are started post DFS I assume when formal decision to go to mining takes place. As well no point starting construction before you’ve decided to go mining! It is also a requirement of the licences I’d assume.
So if DFS in maybe mid 2019, then add up to 13 months- 3rd quarter 2020.
