That's because they are massaging the numbers to sell a service.
I mean even on an anecdotal level - I'm in Vic and I pay on average 26c on one property (with a fixed provider so expensive deal) and just under 24c on another (and that's carbon neutral) which is a prepay system.
Who is paying 30c+ in VIC?! Clearly cherry picked data... and of course they don't supply any (obvious at least) references or sources for their data.
BTW here's an interesting article I read a while back on why SA power is so high... it's complex and has some really weird reasons... not quite the simplistic "Green power costs too much!" nonsense...
