There is certainly no love for the SOP sector at the moment.KLL is the most advanced on many fronts (off takes, potential finance, reserve) but has gone backwards. Same for AMN & SO4. SO4 is now on plan C or D and still the SP is going backwards.
Based on the milestones reached by KLL and its lack of SP appreciation it is hard to know what the catalyst will be for RWD other than a general spike in SOP interest. A large binding off take agreement might help.
I think the environmental assessment is a cloud hanging over the company and the sector. I think AMN holders in particular would be very foolish to not be watching this very closely because this has nothing to do with dealing with the TOs and everything to do with flooding and migratory birds imo. It was made very clear in the video presentation that the company wouldn't be racing ahead with the DFS (spending money) until environmental approval was further advanced.
If you don't like RWD you could sell and get an AMN share for every 7 RWD shares. The question is do you think AMN, based on what is known, is worth 7 times as much?
