    a licence is just a start, who knows where it sits in the red tape


    the biggest hurdle/risk i see, is financing and banking through tanzanian banks, where the ultimate risk is they shut shop and keep all the money..

    Hopefully they can come up with a successful 'framework' as they put it, to make it happen
