Once entitlement payments are all in (by this Friday??) they will have everything not taken up at 2c to manage the disposal of, either take up themselves or place with clients and or shortfall applicants.
If they think they can run this up they will likely hold a decent parcel and place them with favoured clients.
I would expect a run in the not too distant future.

I think they may well have held it here to discourage uptake in order to have their fling.
