Tenement issues were only a passing comment by TR on SA and again for ground around Opasura.
I was a bit surprised by the mention of cartels which was then tempered by previously voiced tenure issues. There does seem to be a "systemic problem" with the turnover of land once it has been relinquished.
The land around SA and to the north of Opasura fall into this category from what I gather.
In the case of the above areas multiple parties are probably interested. So the lottery system TR has mentioned in the past could be played out.
At SA/OPA AZS have done some hard yards. Do they get a preference or not? Doesn't sound like it IMO.
