Thanks Billy.  ILU would need to be careful on higher wages - I suspect the average Leonian is not terribly productive and it would risk Dutch Disease.  The challenge for government is to foster broad-based economic activity, lift nutrition, limit pregnancy, raise literacy, show people a path to a better life without violence and corruption.  Phew! That's tough. 

Perhaps ILU could contribute by partnering up with and contributing on-ground advice to the myriad organisations like World Bank and NGO's dedicated to poverty alleviation.  It can do little alone.
