I'd say she won't put the additional $12m or whatever it is in to protect 2.5 unless they are confident that the project will be delivered, and be successful. So first Carnegie have to show they can fund their part, and second they have to regain some trust.
Not sure how they're going to manage the first, unless they pull out some sort of deal with a third party like they did for Northam. That deal was done for part ownership of the plant though, and to my understanding there's nothing to "own" in the Albany project... so dunno. It still annoys me, because basically all of this was unnecessary if they'd stuck to GI like some of us have been dribbling on about ever since MO's state election follies. It's just so tiresome.
