The Government has set a specific goal to increase the export of mining revenues to Mongolia, to build new railways to target the market and to open multiple frontiers. In particular, the government has been paying special attention to the railway projects, and has been working intensively this year.
The 2010 amendments to the "State Railways Policy" document were added to the railway sector, with the addition of two directions, as well as new companies that are responsible for the mining-related rail projects in the policy paper.

In addition to the public-private partnership, a foreign-invested company is Mongolia's 574-kilometer railroad in Erdenet-Ovoot.
The license to build the basic railway from the Erdenet city of Orkhon aimag to the Ovoot coal deposit of Khuvsgul province is owned by Aspire Mining's Railways subsidiary, Northern Raleigh.
The 30-year Concession Agreement was signed with the Mongolian Investment Authority in 2015, with the design, construction, operation and transfer of the Erdenet-Ovoot railway project. Upon expiration of the concession period, the basic structure of the railway shall be transferred to a hundred percent state ownership.
According to preliminary estimates, the cost of the Erdenet-Ovoot rail project, which is planned for 4-5 years, is $ 1.25 billion or 3 trillion MNT. The railroad construction of 22.2 million tonnes per year will be handled by China Railway (CR20BG) and FDSI (China Railway) companies.
On the current project progress, the Feasibility Study was completed in the first quarter of this year and is now in the process of translating the Feasibility Study to the General Director of Aspire Mining Company David Pol.
The Erdenet-Ovoot railway is connected to the base structure of the UBTZ, as a joint venture between the company "Northern Railways" and "Ulaanbaatar Railroad" was formed. The Working Group is currently conducting research on the capacity of freight forwarding to UBTZ and Erdenet-Ovoot railways. The project is expected to commence construction in 2019.
The Erdenet-Ovoot railway is part of the 780-km railway of the Erdenet-Arsüüger road, which is a "State railway policy", and the North Kororid Railway "Kouragino" railway system of the Mongolia-Russia-China "Economic corridors" -Kesantolgoi-Arctium-Ovoot-Erdenet-Salkhit-Zamyn-Uud -Erange-Ulaantsav-Janchhuu-Beijing-Tianjin ".
