We don't know exactly how these accounts have been defined. People can assume they were receiving no emails and had not data on them but we don't know. Why would UOL pay to backup accounts that were completely dormant and unused. I don't think we know the full story.
Doesn't mean I'm happy with the situation but I think a little perspective is needed...
