My understanding is the meeting time frames are a corporations act requirement and as such it comes under ASICs jurisdiction.
In relation to trading insolvent it is the directors duty to provide this information, in the case of suspended companies ASIC may be able to intervene.
So I guess it is up to a shareholder/s to contact ASIC to request they take look at the company.
