The capper clearly didn't think it through . Yes he wIll have picked up some cheap ( then ) shares but for every person he scared into selling we probably lost 5 new potential buyers who were looking to enter into the Uranium / Vernadium space - they would have looked at the stagnated and bounded price and gone elsewhere maybe never to return . To be offering up 25M he must be top 4 shareholder which is an even bigger worry. I hope he is selling to reduce losses so the future risk of such antics is gone.
