Surely it would be on TTS's mind that if ORE cant get to 17.5k tons on stage 1, why would they pull the trigger on stage 2? I don't think the Japanese will give the go ahead without improved processes on stage 1. Similar performance levels applied to stage 2 would produce around 27k tons. ie an extra 9-10k over stage 1 nameplate. That is a big investment for that kind of return.
