if it wasn’t ready before  this annual report, then how could have nag tendered for early works pass? Did nag make  misleading announcement for early works pass tender? This announcement raises lots of questions for early works pass tender, how did nag tender, when it wasn’t  ready for pass. It also raises lots of legal issues imo.
