See bullet point 5 ura.I'm not having a go at you but if your interpretation is correct then it is 'clear' that PEN has determined that the regulatory requirements for a trial are as onerous as those required for the commercial facility so why not "kill two birds with one stone" so to speak. Any reasonable person would agree with this interpretation. That being the case, I'm of the opinion that this is a decision that adds risk rather than mitigates it.
I think there's a lot to play out as far as a trial is concerned. Time will tell.
