This is my take on what is happening :

The Korean side of this company continues its research/development of the VKor battery at its laboratories in Korea but doesn't have the capacity to manufacture them so it has made arrangements with the Rongke company in China to build them, so when orders begin they will be manufactured in China and shipped out from there.

Whether the batteries go via Korea or straight to their destination is another story as they will have to be fitted out by experienced/trained technicians but if I'm correct in this conclusion then at least everything is in position i.e to commence once there are orders.
