A shortfall of 41.5% is not a good look in my opinion. Considering that the top 4 shareholders account for 53% & the top 20 account for 63.4%. Either a lot of the retail crowd didn't bother or a good percentage of both retail & major holders didn't take the offer.Could well be why this raising was open to all shareholders. Maybe conversations with majors prior to the raising being made public revealed that they couldn't be relied upon to get this over the line.
