it is obvious that they need more money to engage the drilling contractor. I reckon the quotes they got back from the drilling contractors to do the full drilling program is more than what VIC has in the bank. credit raise needs to be done first to enable the engagement. they also need some cash to pay corporate services including director fees. IMO DYOR
