The largest producer of Sc at present is Norilsk, but it is purely by-product and as I said there is not enough Sc being produced to support a real market as yet.
The major aircraft manufacturers are very focussed on implementing Sc with airframe construction going forward, but it will take time due to industry testing & qualification. 3D printing is also going to play a big part in Sc uptake.
Car manufacturers are looking at it too because aluminium alloyed with Sc will light weight their vehicles no matter whether ICE or EV.
