Goldmans neutral call was released in conjunction with a review they completed on the packaging sector. The report noted that if you strip out PGR's acquisitions, its revenue growth has actually been slightly negative in the past 5 years. Assuming this is correct, it would justify a relatively low multiple on the company. The report is available on commsec for those who use the commsec platform.
