If you don't believe me go and do a full review on the history of HSBC in UK and then later in China. Bank committed blatant criminal activity and guess what they are still around and bigger than ever. The findings where that they couldnt pin the crime on the directors/board, because they didnt actually tell employees to commit the crime. Some employees doing the crime did prison time, though minor. Cant fine/penalise the bank as just affects the economy and shareholders, cant wind up the bank as it will cause utter chaos in the economy and potentially crash the markets.

Hasnt changed in the last century, doubt it will change now into the future. Government will continue to bail banks out because of the need for banking institutions. Without them the economy wont be stable. No intermediary between lenders and borrowers = massive issues.
