This is restrictive enough (you dont get these proviso with coal, gold, straight vanadium or any other deposits in QLD. You also seem to forget that this was set down by Campbell Newman's government. Rightly or wrongly, the current labour government, which relies heavily on Green preferences is a different kettle of fish. Maybe you might see cash flow in 2030? Of course IMHO, please DYOR.
