In Qld you can get legally away with a 4" or 100mm lift over all...2" 50mm on the suspension, and 2" 50mm max on the tyre size.
Though the Law actually states you can't take away more than a third of the suspension rebound so in some cases you may be able to achieve more than a 50mm lift and still be legal.
Some 4wd's are coming out with 33" tyres as standard fitment...
Though as you write, there are an awful lot of 4wd's with illegal tyres fitted.
