Today's total volume would have filled what .... a bit over 4 and half full allocations? Expect you'll have to pay a bit more than current SP as the low volumes would force the price up, which is going to still be low for long termers IMO.

It's all a bit of a gamble. If you sell current holdings to pay for SPP and then don't get them you've successfully shot yourself in the foot.

I can't see why they would wind it back but you never know. Haven't seen many SPP's where the SP doesn't retreat to the offer price or below after the offer is finalised but this may well be an exception, especially when considering the risk of another order being announced at any time, then there will be no chance.
