I found out a long time ago that the US do not sell the full avionics and tech packages to every country they sell their aircraft to.
As in the case of Indonesia they did not sell the full package and did not supply maintenance training.

Apart from pilot skill other countries may not have the same aircraft and the upgraded Avionics systems, although I would imagine the Israeli's would have the full deal and have probably re engineered some those systems to be better as they have done with ship borne missile systems.
The Turks may not though.
