I do not know WHY PIE sold, but we do know they sold 1.5 million pre mid August at prices between 30 and 40 cps, as stated in the notice of 14/8/18. So they were happy to sell down to 30 cps then and may still be as they have more shares, thus capping the price in the low thirties. They are making a profit and prefer to invest elsewhere presumably.
