so back to the 3% creep rule, the 23m shares being bid @ 6.9c could be PRT, as the rules would allow it.....(just, someone would need to work some numbers)
This would also allow them to average their holding, withiout decimating the price - and cleaning up the market
Given PRT's holdings in DES (and its future stake), I just cant see who else it would be
