Well, given the evidence that solar activity (cycles) affects cloud cover, and also ice caps on all planets in our solar system , most likely the ionosphere which is the zone most likely to be affected by solar radiation/wind plays a role in cloud formation/weather, so it is not a stretch to imagine that in addition to the potential for the tech to block submarine communications, it is likely there are cloud formation experiments too. Whether such 'small' arrays (relative to solar power) can effect cloud formation is another story. Given how long HAARP has been operating, there must surely be quite a few papers out by now although I am not that interested to go looking for them.
