Most institutions wont buy until they know cash flow will start flowing and can buy on fundamentals, it will be a long slow slog up hill till the end of year when hopefully an easy positive outcome from the final NT discussions will be released.
Though there are a few Professional Managers on the register currently they always wait till the horse starts running till they accumulate more and normally just play the fringes to try and make trading profits (and losses) from short positions. Look at the Carawine ASX Shareholder notices for an example.
