They can only issue stock to themselves via performance shares or options that vest on performance of milestones. I'd be in favour of them gaining more "control" based on performance. Insiders and management only control 4% so they aren't in control in any sense of the word. The reason they are at the helm is because shareholders are happy with the job they are doing and some are standing behind them.
Retail holders hold 35% of the company by latest reports (institutions 48%) so potentially have a significant say in the event of a TO should they be able to organise themselves, which could involve a letter drop when the things hot up. Esh
