12M would be absolute best case scenario.

As stated before, meetings with the TO and the TO Council would be only every 1/4 or so, and if a particular vocal/respected leader wasnt present, everyone sits on their hands. they will also liaise closely with the legal folk at the council for guidance.

This takes time... time it has taken. I still believe we are looking late this year. 18M from TO is my prediction (well guesstimate really...).
