Holland & Belgium have the positive attributes you describe. They also have a few difficulties re capture particularly cloud cover and challenges re getting flight paths due to the immense number of aircraft in the sky. Also like Italy, Nearmap would need to be compliant with EU privacy requirements. However, they seem like good expansion options, though like Italy some cultural and language steps for Nearmap to take.
