Chinese govt rules are:
Submit paperwork confirming you are compliant with law
This includes audit (no surprises, xpd are late to comply so this is the sticking point)
Paid taxes (should be OK)
This is completely fair in my opinion. If you haven't been audited or paying your taxes, you should be delisted and prosecuted.
