EOS's CEO has been saying for years that NO ONE else can detect space junk to the accuracy of EOS. EOS accuracy is within a metre. The closest is Lockhead and they are like within a kilometre or two, so not the accuracy needed. The issue here is that if you move a satellite to avoid junk, and don't have to, you have wasted fuel and also reduced the life of the asset. If you dont move it and should, then you have lost the asset.
He re-affirmed this again in May at the AGM
So I would be surprised if CSIRO has anything like you suggest
