Seems pretty clear that if they are drilling down to the Nwako Pan formation, then they are not uncomfortable with the prospect of building underground mines anyway. T1 is proposed to be developed by an underground mine. MOD aren't going to be doing the development. A major with serious engineering expertise will be developing. MOD's job is to drill out as much economic resource as possible to generate interest from a major or preferably 2 or 3 and then sell to the highest bidder.
