If you go back to around 2006? you'll find the following has occurred since then:

1- The US started a trade war with China (2006?)
2- China blocked exports of rare earths
3- The world went gangbusters exploring for it
4- The US put a military base in NT
5- Rare earths discovered and going/gone into production (NTU etc)
6- The US started a trade war with China (2018?)

and then read the comment below as it relates to the above especially point 2
