Phase 2 plus Phase 3 is 200,000 tpa plus 200,000 tpa, equals 400,000 tpa.
So, where did 400,000 ktpa (400,000,000 tpa) come from, unless the author does not have a basic grasp of units of measurement with the production of iron ore?
