With the shares now trading at 16.5 cents, a 1 cps dividend is a 6% yield - which should be fully franked.
A combination of a higher dividend and positive news on Southdown would put a rocket under the share price (unless management do something really stupid with our money like speculate in an unrelated business in which they have zero expertise).
