I have come to the conclusion that there is a retail seller trying to offload about 2,000,000 shares which is holding it back. Based on what I've seen they have sold about 800,000 so far.
Quiet accumulation going on as well before the re-rate and I do 100% believe this will re-rate it's just a matter of time.
All speculation, not buy recommendation. I could be completely wrong.
