5-6 years? Haha. It's a 12 month construction period for stage 1, they are already doing some of the works. They just need to sort finance, a DMS plant doesn't take long to build and it's not costly. The exploration is already confirmed, anything else uncovered is just cream. There's a lot of talk of 2-3% cobalt easy in the DRC but that's not generally in substantial quantities, hence it is artisinally mined.
