If they sign a PPA with somebody else, they still need to connect to the grid to deliver the power. That connection is with BPC - who is the party they sign PPA under the 100MW which is a pilot (ie proof of concept) project.
So if BPC allow them to connect to the grid as an IPP before the 100MW plays out, then what is the purpose of the pilot project.
Seems pretty simple to me.
