Integration and deployment are different from development! Even non-techies know this.
The issue is much simpler: this used to be a company with a product that was able to create networks capable of deploying services. What SERVICES are being DEVELOPED that will deployed in China, especially after four successive IT regimes gutted the functionality to take the product in different directions? Remember SD-Wan?!
You seem to be in the know, so explain please.
