    Nobody says that PASS should be treated "prior to disposal"

    PASS should be treated "after disposal" with either lime or anaerobically (that means underwater)

    I know it is difficult to follow if you are not experienced in law and compliance.

    You must be finding it very difficult then

    Read the MMRT EES for guidance

    If John Holland has strict auditing processes - explain how you are treating PASS with lime for $25 per tonne when it costs about $80 per tonne to treat with lime

    The reality is that they haven't even reached 30 metres underground so neither of the companies has taken PASS. They have just taken dirt dug up. Its a shame you studied planning and environmental law but missed the geology classes
