Where is the "Invitation for Tenders." Who says there is one. If there is it would be by Invitation Only I would think.

It may not be done via a Tender Process and doesn't have to be. Could be that the Consortium:

1) Contacts two or three Companies and asks them to make an Offer. Or
2) come direct to NAGs to negotiate a deal.

Depends how many suitable sites are available?

NAGs may be the only one that fits their requirements & the ESS's eg 24/7 operation, all weather, under water, can take 1.2m tonne, won't be closed down by EPA mid contract etc, etc.
