Probably hoping online music downloading doesnt take off - hoping that suing individual users will stop the whole illegal thing - remember the whole middle man syndrome is ripe in the music industry and the excessive pricing of music makes many rich - take out all of that crap via lower prices off online downloading thats legal for a fee and you hit artists but moreso the middle men - of course it will make them big profits but they hold out.
