Cannot be far off as I am sure the regulator has slowed the process down slightly with the number of people and companies applying.
I hear that they have knocked a lot of the companies back as they do not have detailed enough plans or financing to complete what they are proposing.
EXL has both the expertise and the cash to follow through on their modular plan.
