In the context of Kruiser’s post it is his/her assessment or opinion of the situation as it currently stands. In some ways it’s a fair point, in other ways not so much. You highlight it out of context and turn it into a more sinister broad statement to suit your ‘negative brigade’ theories.
But whatever floats your boat. It matters not in the end, the proof will lay in the pudding some may say.
