Most shareholder (on HC at least) agree on around $7 give or take a few cents, so since its trading around 10% below, majority don't want to accept 6.45, so left with little choice but to HOLD
Agree, that 6.50 is too low and $7 would shake some monkeys out, funds that can be deployed into other stocks.
