It's still conditional. The board hasn't supported it yet.
You might buy for $6.95 if there was near certainty that the deal would be finalised at $7.00. Nobody's going to pay that when there's still reasonable risk that the deal won't be finalised and the share price will drop back to low $6s or high $5s.
